LIFTING OPERATIONS AND LIFTING EQUIPMENT REGULATIONS

LOLER is an acronym that stands for Lifting Operations and Lifting Equipment Regulations, that is, the Regulations on Lifting Operations and Lifting Equipment. These regulations are in place to ensure that all lifting equipment is used safely. If a company or organization uses lifting equipment at work, it is required to comply with these regulations, which fall under occupational health and safety law.

In practice, the LOLER Regulations require the following:

Planning and supervision: All lifting operations must be adequately planned and supervised by a “competent person”.
Regular examinations: Lifting equipment must undergo regular examinations by a qualified technician to ensure that it is fit for purpose. It is the responsibility of the company that owns or hires the equipment to ensure that these examinations are carried out.
Markings and records: The equipment must be properly marked and records of each examination must be kept, reporting any defects to the person responsible for the equipment. The competent authority (such as the HSE - Health Safety and Environment for industrial workplaces or the local authority for other contexts) must be informed.
Competent person: According to the LOLER ACOP (Approved Code of Practice), a “competent person” is someone who has appropriate practical and theoretical knowledge and experience of the lifting equipment to be thoroughly examined. This individual must be able to detect defects or weaknesses and assess their importance in relation to the safety and continued use of the lifting equipment.
